He definitely likes you! It seems like he is a really shy type but definitely likes you. It sounds like he is blushing (when he turns red around you). You should make the first move if you like him. Try talking to him, try saying hi to him everyday/ everytime. That will make him a lot more comfortable around you and will know each other. The thing is, don't rush it because he might run away. The looking/ staring and blushing is a very good sign that he likes you!
